International Standards
Upholding Global Nonproliferation Standards
Vertex Atomic will only advise programs pursued in alignment with the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) or equivalent international commitments, IAEA Comprehensive Safeguards Agreements, and the Additional Protocol.
Our Commitment
Nonproliferation is a precondition, not a preference.
Vertex Atomic's nonproliferation commitment is unconditional: we will only advise programs that are pursued within the framework of the NPT, IAEA Comprehensive Safeguards Agreements, and the Additional Protocol. This is not a marketing position — it is a binding constraint on which engagements we will accept.
States pursuing nuclear power outside this framework, or seeking to develop proliferation-sensitive fuel-cycle capabilities, are not clients we will serve. Our advisory value depends on the credibility that comes from this commitment, and we will not compromise it for any engagement.
How This Shapes Our Advice
Three principles that flow directly from our nonproliferation commitment.
International Fuel Supply Over Domestic Enrichment
We advise new-entrant states to rely on international fuel-supply agreements rather than pursue domestic enrichment or reprocessing, which carry significant proliferation sensitivity, cost, and lead time. The international fuel-supply mechanisms — including IAEA fuel banks and multilateral assurance arrangements — provide reliable, safeguarded access to reactor fuel without proliferation risk.
Government-to-Government Agreements
We support 123-style government-to-government agreements and vendor-state technology-transfer frameworks as the standard, safeguarded pathway to reactor technology and fuel access. These bilateral instruments embed nonproliferation commitments and IAEA safeguards obligations into the technology-transfer process.
No Fuel-Cycle Technical Advisory
We do not advise on, and will decline engagements involving, enrichment technology, reprocessing, or any fuel-cycle technical specification. These fall to the IAEA, vendor states, and specialized technical authorities. Vertex Atomic's advisory is strictly programmatic and policy-level.
Liability Framework
International nuclear liability conventions.
The Vienna Convention on Civil Liability for Nuclear Damage and the Convention on Supplementary Compensation for Nuclear Damage (CSC) are the standard international liability instruments. States developing nuclear programs are encouraged to ratify one of these conventions early in the program-development process, as part of the legal framework that provides predictable compensation in the event of a nuclear incident.
Vertex Atomic advises clients on the policy and institutional dimensions of adopting these instruments — in coordination with the client's own legal counsel and competent international authorities. We do not draft liability legislation; we help ensure the program's institutional framework supports timely adoption.
